National Affairs

The Interior Ministry said all the Union of Nagaland as a “disturbed area” for a further period of one year from 30 June 2015.

  • Its notification in this regard indicates that the central government believes that the entire state is in such a state and “disturbed” “dangerous” that the use of armed forces in aid of civil power is “necessary”.
  • This statement came a month after the rebel-held Naga NSCN (Khaplang) launched an ambush in Manipur adjoining, killing 18 members of the army.
  • Note: Declare entire Nagaland as an area “disturbed” under section 3 of the Act on the Armed Forces (Special Powers), 1958 will give the armed forces the powers to search, raids and arrests without warrant.
  • It would also allow the use of force by members of the army, even to the extent of causing death, against one who brings order to an area “disturbed” at risk.
  • Press Council of India (PCI) has asked the government to pass special legislation to deal with cases of attacks on journalists and it should be made bail offense and not recognizable.
